Gov. Gavin Newsom vetoed a bill that would have pushed California toward more strategic planning to prevent the worst wildfire damage, saying it would cost too much unbudgeted money.

Higher spending on chronic diseases, weight-loss drugs and hospital bills helped drive the increase.
